What that excludes

No foreign parent, no offshore desk

A service on Australian soil run by a foreign company can still be compelled by that company's home government. ADC is Australian-owned, run by Australians, and answers to Australian courts. Administration is never performed from outside the country, and customers are told who owns the data centre that hosts their capacity.
